EEO complaints can be filed with the Department of Human Resources (DHR), the General Services Agency  (GSA) Human Resources Manager, or directly with the Equal Employment Opportunity Program, Discrimination Complaint Investigation Unit.

Title VI of the Civil Rights Act of 1964 states “No person in the United States shall, on the grounds of race, color or national origin, be excluded from participating in, be denied the benefits of, or be subjected to discrimination under any program or activity, receiving Federal Financial Assistance.”

Title VI complaints can be filed directly with the Title VI Coordinator,  the General Services Agency (GSA) Human Resources Manager, Caltrans District 4 Office of Equal Opportunity in Oakland, Caltrans Discrimination Complaint Investigation Unit  in Sacramento, the Federal Highway Administration, and/or the U.S. Department of Transportation.
