Community Engagement – Code Enforcement

Outreach and Enforcement Team (OnE Team)

San Francisco Public Works’ Community Engagement team is responsible for educating merchants, property owners and residents of their rights and responsibilities regarding street and sidewalk cleanliness. When outreach falls on deaf ears, we enforce government codes to ensure sanitation standards are met to keep our neighborhoods clean, safe and looking good. 

 
Public Works has the authority to assess penalties under the Administrative Code, Public Works Code, Health Code, and Police Code. The most common department citations have been issued for portions of the Health Code related to illegal dumping, maintenance of refuse collection services and public health nuisances, as well as portions of the Police Code related to public littering, littering on public property, public litter receptacles, and obstruction of streets and sidewalks. Citation recipients are given 90 days from issuance or decision of appeal to pay the amount due.

Public Works has a team of Outreach Coordinators to help inform the public about laws and ordinances related to cleanliness along the right of way. Assigned to geographic zones, Outreach Coordinators attend community meetings, respond to complaints, conduct inspections and staff several events hosted by the department.

Denny Do is the Outreach Coordinator for Zone A. He is bilingual, speaking English and Cantonese. Denny was raised in North Dakota and moved to San Francisco for college. His favorite part of working for Public Works is connecting with organizations to help make the city a more beautiful place to live. When he's not investigating illegal dumping incidents, you can find him watching football or basketball.

 

Domenique Charles Zone B (D6)

Domenique Charles is the Outreach Coordinator in Zone B. She takes great pride in being a native of San Francisco. Domenique studied Forensic Psychology in graduate school and has a true passion for grassroots, preventative and supportive services. She enjoys educating and supporting the community to help keep San Francisco clean. She enjoys traveling, writing/reading, food, music, and great shows or movies.

 

Shannon Sweeney Zone C (D1/2/5)

Shannon Sweeney is the Outreach Coordinator for Zone C. She grew up in the Bay Area and is currently a San Francisco resident. Her favorite part about her job is that she gets to help keep our city clean every day. In her spare time, she enjoys running, playing board games, trying new restaurants, and spending time with friends and family. She is always open to meeting residents and business owners in her zone, connecting them with resources, and providing them insights on Public Works rules and regulations.

 

Ronald Aleman Zone D (D8/9)

Ron Aleman is assigned to Zone D. He has a long history of public service. He began his career with the San Francisco Department of Public Health. After two decades in the non-profit sector, helping make a positive difference in people’s lives and the surrounding community, he has joined Public Works to continue his work to make the communities he serves better places to live. Ron is married and has three teenage boys. They all share a love for the San Francisco Giants & 49ers.

Rain Wong is the Outreach Coordinator in Zone E. Prior to joining SF Public Works, Rain worked at a nonprofit organization for more than six years with experiences in youth leadership/ workforce development serving the community. She takes pride in helping people in need and enjoys contributing ideas to help improve our city. She believes that it requires an entire community, including herself, to keep our city clean!

 

Zoria Temple Zone F (D4/7)

Zoria Temple is the Outreach Coordinator in Zone F. She is a proud graduate of San Francisco State University, where she earned a degree in Environmental Studies. Prior to joining Public Works, she worked at a non-profit organization helping to improve the quality of life for elderly and disabled people. She hopes to devote her career to helping low-income communities of color. Her professional philosophy: all environmentalists should be consciously aware of environmental inequities, and actively do the work to support communities historically unacknowledged but severely impacted by urban planning decisions.
