Transbay Howard Streetscape Improvement Project

October-November 2026

Transbay Howard Streetscape Project

Upcoming construction: October 27 – November 15, 2026

Construction work will continue on the Transbay Howard Streetscape Project over the next three weeks. Crews will focus on underground utility work, fire hydrant connections, electrical conduit installation, and streetlight infrastructure at several locations along Howard Street and nearby streets.

Work schedules may vary by location as crews coordinate with City agencies and utility providers.

Hydrant and underground utility work

Crews are scheduled to pothole catch basins at various locations and continue work on fire hydrant laterals at the following intersections:

  • Howard Street and 3rd Street (south side)
  • Howard Street and Main Street
  • Howard Street and 1st Street
  • Howard Street and New Montgomery Street

Work includes removing existing hydrant laterals, installing new laterals, conducting required testing, and backfilling completed work areas. Some testing remains tentative and is subject to agency approval.

Electrical and traction power work

Phoenix Electric is scheduled to perform electrical and traction power-related work, including conduit installation and infrastructure improvements at several locations:

  • 4th and Howard Streets: traction power manhole access, conduit installation, and sectional switch foundation work.
  • Beale Street: traction power manhole access and conduit interception.
  • Howard Street between 1st and 2nd streets (south side).
  • 2nd Street, from the southeast corner to the new median.
  • New Montgomery Street median, Hawthorne Street, and 3rd Street near Moscone.

Please note that traction power work remains delayed while access to the traction power vault is pending.

Streetlight infrastructure

Crews will continue streetlight conduit installation, including cutting access windows into conduits at pole foundations, completing additional potholing as requested by the City, installing conduits, and performing streetlight pole foundation rebar and concrete work.

What to expect

Construction activities may require temporary work zones near active work areas and may affect nearby sidewalks, parking, or vehicle travel. The current schedule does not specify confirmed closures or the exact impacts at each location.

Please use caution when traveling through construction areas, follow posted signs and directions from crews, and allow additional time when passing through active work zones.

Schedule reminders

The contractor's three-week look-ahead schedule, dated October 26, 2026, is tentative and subject to change. Some activities depend on coordination with the City, utility providers, and other agencies. Work dates may shift as access, testing, and approvals are confirmed.

Thank you for your patience and cooperation as construction progresses. We appreciate your support while crews continue making streetscape and infrastructure improvements in the Transbay area.

Project Description

San Francisco Public Works has hired Esquivel Grading and Paving, Inc. to perform a variety of infrastructure improvements along Howard Street between 4th Street and the Embarcadero.  The Howard Transbay Streetscape Improvement Project has begun and we have been coordinating prep-work such as staging, traffic-control and roadway potholing (for underground utilities).   The construction scheduled sequencing will start at the Embarcadero and work west toward 4th Street.

This project involves many different infrastructure improvements, including the construction of a new, protected two-way bicycle lane, reconstructed curb ramps and sidewalks, streetscape elements like trees, benches and bicycle racks, new and improved traffic signals, new roadway and pedestrian lighting, and improvements to transit infrastructure. Construction activities have been scheduled to coordinate with events at the Moscone Center whenever possible.

What to Expect

During construction, you may experience:

  • Temporary lane closures
  • Sidewalk and crosswalk detours
  • Construction noise during permitted work hours
  • Temporary pedestrian route changes

Access to businesses, residences, and transit services will be maintained whenever possible. Construction schedules are subject to change due to weather, utility coordination, or field conditions.

We are aware of the inconvenience caused by construction and apologize in advance. We will do everything possible to minimize the impact of our activities on your neighborhood.

If you have concerns (scheduled deliveries, construction questions, accessibility needs, and access) please contact Public Works' Public Affairs representative Dadisi Najib.

Your cooperation will help this project be a success for your neighborhood and the City of San Francisco.  Thank you in advance for your understanding and cooperation.
