Chinatown Public Health Center Renovation
Project Overview
The Chinatown Public Health Center (CPHC) Improvement Project is the first major renovation of this vital community clinic since its opening in 1971. Located at 1490 Mason St., CPHC is the most seismically vulnerable public health clinic in the City. It provides culturally competent, multilingual primary care, mental health, dental and nutrition services, accommodating more than 19,000 annual patient visits. More than 80% of the patients speak Chinese dialects.
Funded through the voter-approved 2024 Healthy, Safe and Vibrant San Francisco Bond, the project supports citywide efforts to retrofit critical public health infrastructure, boost resilience and improve health outcomes for San Francisco residents.
This full-scale renovation includes a complete seismic retrofit, modern rooftop mechanical systems, enhanced air quality, accessibility upgrades and an interior reconfiguration to co-locate the Chinatown Child Development Center. The result will be a greatly improved integration of medical dental, and mental health services to better serve the community.
Construction is scheduled to start in spring 2026 and be completed in 2028. The upgrades will transform the 30,000-square-foot facility into a state-of-the-art health care hub.
Project Features
Structural and Infrastructure Upgrades
- Full seismic retrofit to address San Francisco Health Network’s highest vulnerability rating
- Comprehensive mechanical system overhaul, including HVAC modernization, full electrification and air quality and ventilation upgrades
- Hazardous material abatement and improved building controls
- Solar panel system expansion and modernization
Enhanced Clinical Capacity and Accessibility
- Expanded medical facilities: more exam and consultation rooms, enlarged dental clinic, and modernized women/infant care and nutrition spaces
- Co-location of Chinatown Child Development Center: brings behavioral and child development services on-site for integrated, culturally sensitive care
- ADA improvements: barrier-free access, upgraded restrooms, elevator enhancements, and accessible circulation
Interior Design and Public Art
- Full interior renovation of approximately 30,000 square feet across three floors
- Public art installations: major artwork opportunities include a 260 ft2 exterior mosaic wall and interior installations at three patient waiting areas, reflecting Chinatown’s cultural heritage
Operational Continuity
- To ensure uninterrupted patient care during construction, CPHC will temporarily relocate its services to the 4th floor of Chinese Hospital, just blocks away. This proactive measure minimizes disruptions for patients and maintains trusted access to care throughout the renovation period.

項目主要設施
結構及基建升級
- 工程將進行全面抗震加固,以應對華埠公共衞生局在三藩市健康網絡內屬最高風險級別的結構脆弱情況。
- 工程將全面更新機電系統,包括提升暖氣、通風及空調系統,推動全面電氣化,並改善空氣質素及通風設備。
- 工程將包括清除有害物料,以及提升樓宇控制系統。
- 現有太陽能板系統亦將擴充及作現代化升級。
提升臨床服務能力及服務便利性
- 醫療設施將進一步擴充,包括增設診症室及諮詢室、擴大牙科診所範圍,以及改善婦女、嬰兒護理及營養服務空間。
- 華埠兒童培育中心將遷入同一大樓內,讓行為健康及兒童發展服務可於同一地點提供,進一步加強服務整合,並為社區提供更切合文化需要的護理服務。
- 工程亦將改善無障礙設施,包括提供無障礙通道、翻新洗手間、改善升降機系統,以及優化室內通行路線。
室內設計及公共藝術
- 工程將全面翻新三層、合共約30,000平方呎的室內空間。
- 項目亦將加入公共藝術元素,包括一幅面積約260平方呎的外牆馬賽克壁畫,以及設於三個病人候診區的室內藝術裝置,進一步展現華埠的文化特色。
維持服務運作
- 為確保施工期間病人服務不受中斷,華埠公共衞生局將暫時把服務遷往距離原址數個街區外的東華醫院四樓。此安排有助盡量減少對病人的影響,並在整個翻新期間維持社區一向熟悉和信賴的醫療服務。
