Islais Creek Bridge Replacement Project

Project Description
The City and County of San Francisco is proposing to replace the existing Islais Creek Bridge along Third Street in San Francisco’s Bayview neighborhood. Construction of the proposed project would result in the replacement of the existing drawbridge with a fixed bridge and large ships would no longer be able access the Islais Creek channel west of the new bridge. The new bridge would accommodate a center 24-foot-wide dedicated light-rail transit (light rail) tracks, two 11-foot travel lanes in each direction, a 12-foot-wide shared pedestrian/bicycle path on the eastern side of the bridge, and a 17-foot-wide shared pedestrian/bicycle path on the western side of the bridge. Construction is estimated to be approximately 24 months and is projected to start in Fall 2028. Throughout the construction duration, there would be no access for vehicles, the T-Third Street light rail service, or pedestrians to the bridge or Third Street between Marin Street to the north and Cargo Way to the south. Vehicles would be detoured around the site to other arterials. T-Third Street passengers would use bus shuttles in lieu of light rail service south of Islais Creek Bridge and the 15 Bayview Hunters Point Express and 91 Third Street/19th Avenue OWL buses would be detoured around the project site.
CEQA Environmental Process - EIR
On November 29, 2023, the San Francisco Planning Department published a Draft Environmental Impact report (EIR) for the Islais Creek Bridge Project, and the document was circulated for a seven-week public review and comment period. Written comments and comments during a public hearing were received and are currently being addressed in the development of the final EIR. The Notice of Availability and the Draft EIR were made available to download electronically at sfplanning.org/sfceqadocs.
On October 22, 2025, the San Francisco Planning Department published the Responses to Comments (RTC) on the draft Environmental Impact Report (draft EIR) for the Islais Creek Bridge project. The RTC document was made available to download electronically on the Planning Department's Environmental Review Documents webpage. Hard copies of the RTC were made available to review at the San Francisco Permit Center on the second floor of 49 South Van Ness Avenue, San Francisco.
There were three meetings associated with the EIR approval process:
• The San Francisco Planning Commission held a public hearing on Thursday, November 6, 2025, to consider final EIR certification. There were no appeals at the hearing. The SF Planning Commission subsequently certified the Final EIR. In the 30-day appeals period following certification, no appeals were filed.
• Public Works held a public hearing on Wednesday, November 12, 2025, to accept testimony and public input on a Director’s Order to approve the Islais Creek Bridge Project, California Environmental Quality Act (CEQA) Findings, Statement of Overriding Considerations, and Mitigation Monitoring and Reporting Program. There were no appeals at the hearing. Public Works subsequently approved the CEQA documents.
• The San Francisco Municipal Transportation Agency Board held a public hearing on Tuesday, November 18, 2025, to consider approving certain components of the proposed Public Works Islais Creek Bridge Project (the “Project”) and adopting the California Environmental Quality Act (CEQA) findings, including parts of mitigation measures within San Francisco Municipal Transportation Agency (SFMTA) jurisdiction and a statement of overriding benefits. There were no appeals at the hearing. The SFMTA Board subsequently approved the CEQA documents.
On December 15, 2025, following the EIR appeals period, San Francisco Planning posted a Notice of Determination to the State Clearinghouse. In the 35-day period following posting, no legal challenges were filed.
NEPA Environmental Process – Draft EA
On March 1, 2025, San Francisco Public Works published a Draft Environmental Assessment (Draft EA), prepared in accordance with the National Environmental Policy Act (NEPA). San Francisco Public Works, in coordination with the California Department of Transportation (Caltrans) assigned as NEPA lead agency by the Federal Highway Administration (FHWA), has studied this project’s potential physical environmental effects. The Draft EA was circulated electronically on our webpage at NEPA – Environmental Documents for public comment and hard copies of the Draft EA were made available to review at the San Francisco Permit Center on the second floor of 49 South Van Ness Avenue, San Francisco.
A NEPA Public Meeting was held on March 18, 2025, to explain the project and receive additional public comments. A Final EA including a Comment and Response section is currently in review with Caltrans.
