Transbay Howard Streetscape Improvement Project

San Francisco Public Works has hired Esquivel Grading and Paving, Inc. to perform a variety of infrastructure improvements along Howard Street between 4th Street and the Embarcadero. The Howard Transbay Streetscape Improvement Project has begun and we have been coordinating prep-work such as staging, traffic-control and roadway potholing (for underground utilities). . The construction scheduled sequencing will start at the Embarcadero and work west toward 4th Street.
This project involves many different infrastructure improvements, including the construction of a new, protected two-way bicycle lane, reconstructed curb ramps and sidewalks, streetscape elements like trees, benches and bicycle racks, new and improved traffic signals, new roadway and pedestrian lighting, and improvements to transit infrastructure.
The SF Transbay Howard Streetscape Improvements Project is entering its next phase of construction. As crews continue potholing and underground conduit installations, additional work will take place June 29 through August 21, 2026, at the intersections of 3rd & Howard Streets and 4th & Howard Streets. Construction activities have been scheduled to coordinate with events at the Moscone Center whenever possible.
Upcoming Construction Week of June 29, 2026
Crews will be performing:
- Underground electrical conduit installation
- Emergency Firefighting Water System (EFWS) improvements
- Sewer infrastructure work, as needed
- New curb and gutter construction
- Traffic signal conduit, pull box, and foundation installation
- Roadway base improvements
3rd & Howard Street
Work includes underground utility upgrades, curb and gutter construction, roadway improvements, and conduit installation to support future traffic signals and streetscape enhancements.
4th & Howard Street
Construction will focus on EFWS improvements, utility relocations, roadway upgrades, and traffic signal infrastructure. Additional curb and gutter work may be completed at the southeast corner, depending on field conditions.
What to Expect
During construction, you may experience:
- Temporary lane closures
- Sidewalk and crosswalk detours
- Construction noise during permitted work hours
- Temporary pedestrian route changes
Access to businesses, residences, and transit services will be maintained whenever possible. Construction schedules are subject to change due to weather, utility coordination, or field conditions.
