Becasue the tree is within 10' ft. of a public right-of-way, the tree is considered a Significant tree that requires the same tree removal permtting review as if it was a street tree planted within the public right-of-way. The main trunk of the tree is against and engulfing the fence. The intrusion of the metal fence has significantly compromised the structural stability of tree.
