Office of Emerging Technology

Background
San Francisco long has been a center of innovation and technology and the City has an important role in effectively managing the interaction among innovation, technology and public spaces. In recent years, numerous new and emerging technology devices were launched in San Francisco without sufficient time for public review, input or consideration to ensure these technologies align with public health, safety and welfare.

As a regulator and steward of public rights of way and other public spaces and property, the City must develop appropriate policies and enforce safety requirements to mitigate risks that new technologies pose for San Francisco's residents, resources and infrastructure.

In April 2018, the City adopted Resolution No. 102-18, which set forth principles for the regulation of emerging technology and urged the City Administrator to convene an emerging technology working group. In December 2019, the Board of Supervisors unanimously approved the creation of an Office of Emerging Technology, led by Public Works, and Mayor London Breed signed the ordinance on December 19, 2019.

Mission
The Office of Emerging Technology will work with companies seeking to test, pilot or deploy emerging technology within public areas of the City and guide them through responsible implementation with a process that includes application for a permit, payment of a pilot project review fee and a 20-day public comment period.
