Gerald Turner serves as the Chief Strategy and Operating Officer for HomeRise, a nonprofit that develops and manages supportive housing and provides services to individuals, seniors and families experiencing homelessness. Turner is responsible for the overall operational performance of all HomeRise departments, including programs, real estate development, housing operations, finance, asset management, compliance, and human resources. He began with HomeRise in 2021 as Vice President of Real Estate Development.
 
He has extensive experience in the areas of community, economic and real estate development, having managed and developed more than 3,000 units of housing totaling $850 million in value for various public, private and nonprofit corporations. Notable accomplishments include the development of Potters Lane, the first permanent supportive housing community constructed with shipping containers targeted for chronically homeless veterans and management of the Neighborhood Stabilization Program for the City of Los Angeles Housing Department, one of the single largest redevelopment and local job creation initiatives undertaken by the that city, representing $143 million in federal funding via the American Recovery and Reinvestment Act.
 
Turner has focused extensively on real estate development initiatives to spur the creation and retention of jobs and reconnecting neighborhoods to educational, commercial, workplace and health services. Having directed community, economic and real estate development programs, he has gained invaluable experience serving in various positions with HomeRise, the City of Los Angeles, Corporation for Supportive Housing, County of Orange, Gorman and Company, the Metropolitan Housing Alliance and the City of North Little Rock.
 
Turner serves on the board of the East Cut Community Benefit District, and on the boards of the National Alliance of Resident Services in Affordable and Assisted Housing and the Affordable Housing Clearinghouse.
 
Turner was appointed to the Public Works Commission by the Board of Supervisors on April 4, 2023, to fill a vacant seat. His inaugural term ends July 2, 2024.
