In accordance with Public Works Code, Article 16, Section 806, a written appeal may be made in regards to the removal of a tree within 15 or 30 days of the posting date (depending on the posting period).  Appeals must state the grounds for the appeal and may be sent to urbanforestry@sfdpw.org or mailed to San Francisco Public Works Bureau of Urban Forestry, 49 South Van Ness Ave, Ste 1000, San Francisco, CA 94103.
 
Our aim at Public Works is for San Francisco to have a thriving, robust urban forest. 
 
That is why we always look for all alternatives before choosing tree removal or approving a property owner's request for removal. However, removals are sometimes necessary to protect public safety, first and foremost, and to navigate the many challenges of growing trees in an urban setting.
 
We always look to see if a street tree is replantable in its current location, or closest available site.  If we have explored all options and cannot replant a street tree, that means the basin is not in compliance with Public Works Director's Order 187,246, as well as with the Minimum Guidelines which can be found on the Plant a Street Tree page.  Some common considerations that limit street tree replanting include sidewalk width, proximity to any existing infrastructure (street lights, traffic lights, stop signs, bus stops, etc.) and conflicts with any underground utilities. 
 
If Location IS replantable, tree will be replaced unless conflict with underground utilities is found. If conflict is found, replacement will be relocated or added to deferred replacement report if replacement location not found within 120 days.
 
If Location is NOT replantable, Replacement will be relocated or added to deferred replacement report if replacement location not found within 120 days.

Tree health is in decline, bark is beginning to separate at base of trunk,  exposing internal wood to decay. This tree, and this species is susceptible to fire blight, a plant disease, and it is being impacted each year by the fireblight. There are now small dead sections of the canopy.     Reason(s) for Tree Removal: "Removal with replacement of six (6) street trees by Public Works. Tree species: Myoporum (Myoporum laetum). These trees are in severe decline due to multiple issues. Decay is present in all trees, with one tree exhibiting cankers and fruiting bodies at the trunk, indicating advanced decay. Additionally, wood rot and degradation are evident within the branches, along with signs of past branch failures. This species is being repeatedly impact by an inset pest called Thripps. We have monitored the trees for several years but their health is declining. The tree basins are well-spaced, and all six (6) locations will be replanted. Due to the level of decay and branch failures, and declining canopy, these trees are considered hazards and posted with 15-day notices.
    This deterioration has weakened the structural integrity of the trees. Furthermore, their crowns are unbalanced, appearing unevenly distributed, which may contribute to instability, poor structure, and irregular growth patterns.

    Due to these factors, the trees pose a risk to public safety and are recommended for removal.

The three trees are Monterey pine trees (Pinus radiata), and the closest physical addresses are 196 Twin Peaks Blvd and 2 Clarendon Ave. The public right-of-way is located between Clarendon Ave and Belgrave Ave. The three pine trees are in severe decline. Pine trees are shallow rooted and prone to root failure. The low live crown ratio exacerbates the likelihood of failure by providing a lever for extreme wind. All trees have bark beetles and pitch canker, which may spread to infect neighboring pines. All three trees can be replaced. 15-day hazard tree postings.
