UNION STREET ROADWORK PROJECT TO START NEXT WEEK

Segment 1 to begin week of October 16, 2006


(San Francisco) The Department of Public Works (DPW) hired contractors to perform roadwork on Union Street, from Gough to Broderick. Work will include:

  • Replacing the sewer main from Buchanan to Divisadero;
  • Installing curb-ramps at intersections from Gough to Broderick;
  • Repairing the concrete base underneath the asphalt from Gough to Broderick; and
  • Repaving from Gough to Broderick. The project was broken into three segments, each with its own work schedule.

Construction on Segment 1 will begin the week of October 16, 2006. The three segments and their schedule are, as follows:

SEGMENT 1:

Sewer main replacement will start the overall project. Next week, a sewer crew will begin work at the Steiner intersection. This crew will not excavate the entire street or block at one time, but will work in sections, moving from Steiner towards Divisadero. After each sewer main section is completed, another crew will immediately follow to repair the street and the concrete street base that supports the asphalt surface.

A few days into the sewer work, a second crew will simultaneously work on the curb-ramp installations. Sidewalk corners at each intersection from Steiner to Broderick will be refitted with new sidewalk ramps to meet Federally mandated access laws.

When all the sewer main replacements, curb-ramp installations, and base repairs are completed, repaving will start. Crews, using heavy machinery and trucks, will strip off the entire asphalt street surface from Steiner to Broderick and replace it a fresh layer of asphalt.

Allowable construction work hours for this segment are 9AM to 4PM, Mondays to Fridays. Weekend and night work in this segment are not expected at this time.

SEGMENT 2:

Sewer work will begin first at Steiner and move towards Fillmore. The sequence of work on this one-block segment will be about the same as in Segment 1, with the exception of repaving. Repaving might not occur until Segment 2 and Segment 3 are ready for resurfacing.

The majority of the construction in this segment will occur on weekends, 8AM to 8PM, Saturdays and Sundays. Repaving might occur during the weekdays. Nighttime work hours are not expected at this time.

Since construction on this block would require detouring MUNI trolleys and since MUNI could better accommodate by substituting trolleys with diesel buses or by manually pushing trolleys pass the construction zone on Saturdays and Sundays, work was planned for the weekends.

SEGMENT 3:

As with the other segments, sewer work will begin first in Segment 3. However, it is unknown at this time whether the sewer work will begin at Fillmore and move towards Buchanan or the other way around.

Unlike the other segments, different tasks will not be performed simultaneously. Sewer work will be completed first before curb-ramp installations will start. All the curb-ramp installations will be finished prior to starting base repairs. And, repaving will only begin when base repairs are completed. Project planners decided to stretch out the work so that construction will not monopolize the entire segment because of the higher pedestrian and vehicular traffic in this area.

Crews will work 9AM to 3PM, Mondays to Fridays, in this segment. Weekend and night work are not in our current plans.

STREET ACCESS AND MUNI:

During the sewer main replacement, Union Street will be closed, but only on the block where sewer construction is occurring. Crews will only allow MUNI trolleys through these closed blocks. All other vehicular traffic will be detoured around the sewer work.

When curb-ramp installations, base repairs and repaving are occurring, Union Street will be partially closed. Since these tasks require less room for construction, traffic will most likely be able to pass through on Union Street, though motorists should still expect congestion.

Street parking will be prohibited during construction. Crews will only prohibit parking where construction crews will need the street space. Please check no-parking signs for the exact times and locations.

MUNI #41 Union and MUNI #45 Union-Stockton will run as usual through Union Street during the project.

The MUNI #22 Fillmore will also run as usual during construction, except during the weekend work in Segment 2. When work is occurring in Segment 2, the MUNI #22 will be detoured. MUNI passengers should check Rider Alert signs at the bus stops for the latest detour information.

PROJECT SCHEDULE:

There will be breaks in the project. Construction will cease for the Thanksgiving Holiday weekend and for the week between Christmas and New Year.

In addition, the project will cease work to accommodate Valentine's Day, the annual Easter celebration, and for the Union Street Festival. A week prior to Valentine's Day and a week prior to Easter, crews will stop work and vacate the street until after the respective holidays. As for the Union Street Festival, the crews will stop work on the Thursday before the Festival weekend.

DPW expects work in Segment 1 to be completed in March 2007. However, the entire project is not expected to finish until September 2007.
